In order to coordinate international automotive quality system standards, a specialized organization called the International Automotive Task Force (IATF) has been established by major automotive manufacturers and associations around the world. The members of IATF are composed of the following 9 vehicle manufacturers: BMW Group, Chrysler LLC, Daimler AG, Fiat Group Automobiles, Ford Motor Company, General Motors Corporation, PSA Peugeot Citroen, Renault, and Volkswagen AG, as well as regulatory agencies from 5 countries: the International Automobile Oversight Board (IAOB) in the United States, the Association of Italian Automobile Manufacturers (ANFIA), the French Federation of Vehicle Manufacturers (FIEV), the Society of Motor Manufacturers and Traders (SMMT) in the United Kingdom, and the German Association of Automobile Manufacturers - Quality Management Center (VDA-QMC).

ISO/TS16949:2009 is a technical specification for the international automotive industry, based on ISO9001 and incorporating technical specifications for the automotive industry. This specification is fully consistent with ISO9000:2008, but focuses more on defect prevention and reducing quality fluctuations and waste that are prone to occur in the automotive parts supply chain. The specificity and applicability of the ISO/TS16949 standard are very clear, only applicable to automobile manufacturers and their direct spare parts manufacturers. This means that these manufacturers must be directly related to the production of automobiles, able to carry out processing and manufacturing activities, and use these activities to add value to their products. At the same time, there are strict restrictions on the qualifications of certified company manufacturers. Units that only have supporting functions, such as design centers, company headquarters, and distribution centers, or manufacturers of equipment and tools for vehicle manufacturers or automotive spare parts manufacturers, cannot obtain certification. The management of ISO/TS16949:2009 certification is carried out by the five major supervisory bodies representing IATF, which adopt the same procedural methods to supervise the operation and implementation of ISO/TS16949 standards, in order to form a fully unified system of standards and operations worldwide.

ISO/TS16949:2002 was developed by IATF with the support of the Quality Management and Quality Assurance Technical Committee of ISO/TC 176. The third edition of ISO/TS16949 was cancelled and replaced by the second edition, which was technically revised based on ISO9001:2008. As ISO/TS16949:2009 already includes all the contents of ISO9001:2008, obtaining ISO/TS16949:2009 certification also signifies compliance with the ISO9001:2008 standard.

The International Organization for Standardization (ISO) published an industry-specific quality system requirement in March 2002, whose full name is "Quality Management Systems - Special Requirements for the Organization and Implementation of ISO 9001:2000 for Production Parts and Related Service Parts in the Automotive Industry", also known as ISO/TS16949 in English.

In order to coordinate international automotive quality system standards, a specialized organization called the International Automotive Task Force (IATF) was established in 1996 by the world's major automotive manufacturers and associations. The members of IATF include the International Organization for Standardization Quality Management and Quality Assurance Technical Committee (ISO/TC176), the Italian Automobile Industry Association (ANFIA), the French Council of Automobile Manufacturers (CCFA) and the Federation of Automotive Equipment Industries (FIEV), the German Association of Automobile Manufacturers (VDA), automobile manufacturers such as BMW, Chrysler, Fiat, Ford, General Motors, Renault, and Volkswagen. IATF coordinated three European standards VDA6.1 (Germany), VSQ (Italy), EAQF (France), and QS-9000 (North America), and developed ISO/TS16949:2002 based on the combination with the ISO9001:2000 standard and the recognition of ISO/TC176. On March 1, 2002, ISO and IATF released the international automotive quality technical specification ISO/TS16949:2002, which applies to the entire automotive industry's supply chain for producing parts and service components, including vehicle manufacturers. The 2002 version of ISO/TS16949 has come into effect and certification work has begun. On April 24, 2002, the three major automobile manufacturers, Ford, General Motors, and Chrysler, held a press conference in Detroit, Michigan, USA, announcing the adoption of a unified quality system specification for suppliers, which is ISO/TS16949. If the supplier does not obtain ISO/TS16949 certification, it will also mean losing their qualification as a supplier. Currently, French car manufacturers Citroen, Peugeot, Renault, and Japanese automaker Nissan have mandated that their suppliers obtain ISO/TS16949 certification.
