In order to implement the Action Plan for the Development of the Internet of Vehicles (Intelligent Connected Vehicles) Industry (MIIT [2018] No. 283) and accelerate the development of the Internet of Vehicles industry, the Ministry of Industry and Information Technology recently replied to the Jiangsu Provincial Department of Industry and Information Technology, supporting the establishment of the Jiangsu (Wuxi) Internet of Vehicles Pilot Zone.
The Ministry of Industry and Information Technology has clarified that the main tasks and goals of the pilot zone are to achieve large-scale deployment of C-V2X networks and roadside units, assemble a certain scale of vehicle terminals, complete the transformation of key regional transportation facilities' vehicle networking functions and enhance core system capabilities, and enrich the application scenarios of vehicle networking. Improve the communication and coordination mechanism between government departments closely related to the Internet of Vehicles, clarify the operating entities and responsibilities of the Internet of Vehicles, establish a testing and verification, security management, communication authentication system, and an open and interconnected cloud service platform for the Internet of Vehicles, and achieve good scale application effects. Actively explore relevant standards, norms, and management regulations, build an open, integrated, and innovative industrial ecosystem, and form replicable and promotable experience and practices.
The Ministry of Industry and Information Technology requires that the Department of Industry and Information Technology of Jiangsu Province should, in accordance with the "Action Plan for the Development of the Internet of Vehicles (Intelligent Connected Vehicles) Industry", organize Wuxi City to accelerate the improvement of work mechanisms and promote implementation around the main goals and task directions of the Internet of Vehicles pilot zone.
Creating a pilot zone for the Internet of Vehicles is an important measure to promote the development of Internet of Vehicles applications. It will further expand the application scope on the basis of existing testing demonstrations, promote breakthroughs in the "point to surface" of the Internet of Vehicles, provide a good environment for cross industry integration and innovation, strengthen the confidence of relevant parties in development, solve key problems faced by industrialization one by one in practical applications, continuously enrich application scenarios, improve business models, and lay a solid foundation for nationwide scale applications.
Wuxi is a national intelligent transportation comprehensive testing base jointly established by the Ministry of Industry and Information Technology, the Ministry of Public Security, and Jiangsu Province. China Mobile, Huawei, the Traffic Management Science Research Institute of the Ministry of Public Security, and other units jointly implemented the world's first city level connected vehicle (LTE-V2X) application project in Wuxi, building 240 traffic intersections including core urban areas, urban expressways, and intercity expressways, 5 urban expressways, and 1 intercity expressway, with a total length of 280 kilometers, covering a large-scale urban and open road LTE-V2X network of 170 square kilometers. Three types of autonomous driving comprehensive testing environments were built, including 6 kilometers of semi closed urban roads, 4.1 kilometers of closed expressways, and 180 acres of national intelligent transportation comprehensive testing base.
Wuxi is the first in the country to fully open up more than 40 public security traffic control information, including real-time signal light timing, road video monitoring, and traffic incidents. It has completed the upgrade of vehicle road collaborative roadside control infrastructure such as signal control systems, and achieved LTE-V comprehensive testing and verification of equipment from multiple communication modules, multiple terminal providers, and multiple vehicle manufacturers. We provide information services covering V2I/V2V/V2P signal information push, traffic event reminder, active safety warning, real-time acquisition of surrounding traffic conditions, speed guidance and other 12 categories and 26 application scenarios to ordinary users. The total number of LTE-V2X vehicle front and rear installation users and industry users has reached 22000, and a preliminary vehicle networking industry ecosystem covering testing, application and operation has been formed.
